The Senate has advanced legislation to address false emergency threats targeted at schools. This move, led by Sen. Lisa Baker, aims to improve public safety and lessen the burden on emergency services.

In 2023, nearly twelve schools in northeastern Pennsylvania had to cope with anonymous threats, leading to closures and disruption of educational activities.

The proposed legislation, Senate Bill 96, seeks to introduce felony charges for those making hoax emergency reports concerning schools. If passed, reporting false emergencies to schools would become a third-degree felony. Additionally, courts could impose financial penalties to cover the cost of emergency responses funded by taxpayers.

Sen. Baker emphasized the importance of this measure, stating, “False emergency threats not only create panic in our schools but also waste critical resources that should be directed toward real emergencies. By establishing stronger penalties, we are sending a clear message that these reckless actions will not be tolerated. Our schools must remain safe havens for learning, free from unnecessary fear and disruption.”

The urgency of this legislation is underscored by a rise in false threats within Pennsylvania that cause anxiety among students and parents and impede official response to genuine emergencies.

Senate Bill 96 is a component of broader efforts to protect educational environments and ensure accountability. Having cleared the Senate previously, it now proceeds to the House of Representatives for further deliberation.
