In response to recent drone sightings over eastern Pennsylvania, New Jersey, and New York, Representative Dane Watro of Luzerne is advocating for increased state authority to address potential threats posed by unidentified drones. Watro is co-sponsoring a resolution urging the federal government to empower state and local governments with the legal capacity to act swiftly when such drones pose risks to public safety and privacy.
"Many residents have contacted my office to express their concern about the mysterious drones spotted over eastern Pennsylvania, New Jersey, and New York," Watro stated. "I share those same concerns, especially regarding the lack of information from the federal government about the origin of the drones and their purpose. So far, we are only being told the drones pose no threat to public safety or national security. However, that is not enough. It is very disappointing that we are not getting more detailed information to help ease public anxiety."
Representative Ann Flood from Northampton has introduced a resolution that Watro supports. This resolution calls on the federal government to grant states more authority in managing drone-related issues.
"I encourage Gov. Josh Shapiro to address this issue quickly and speak with President Joe Biden about empowering the Commonwealth of Pennsylvania so we can take action," Watro added.
Currently, drone operations fall under Federal Aviation Administration (FAA) regulations, which limit state authority primarily to takeoff and landing sites while airspace jurisdiction remains federally controlled.
Pennsylvania has two specific laws regarding drone use: one prohibits surveillance in private areas or actions causing bodily harm or delivering contraband; another preempts municipal ordinances on drone ownership or operation.
