Resolution seeks more state power over unidentified drone threats

In Harrisburg, recent drone sightings have prompted Rep. Dane Watro (R-Luzerne) to co-sponsor a resolution urging the federal government to grant state and local governments the authority to act when unidentified drones pose threats to public safety and privacy.

"Many residents have contacted my office to express their concern about the mysterious drones spotted over eastern Pennsylvania, New Jersey, and New York," said Watro. "I share those same concerns, especially regarding the lack of information from the federal government about the origin of the drones and their purpose. So far, we are only being told the drones pose no threat to public safety or national security. However, that is not enough. It is very disappointing that we are not getting more detailed information to help ease public anxiety."

Rep. Ann Flood (R-Northampton), a colleague of Watro's in the House, has introduced a resolution which he is co-sponsoring. This resolution calls for empowering state and local governments with legal authority over drone-related public safety issues.

"I encourage Gov. Josh Shapiro to address this issue quickly and speak with President Joe Biden about empowering the Commonwealth of Pennsylvania so we can take action," Watro added.

Drones fall under Federal Aviation Administration (FAA) regulations, limiting states' regulatory power primarily to where takeoffs and landings occur while airspace regulation remains federally controlled.

Pennsylvania has two specific laws concerning drone use: one prohibits surveillance in private areas or actions causing bodily harm or delivering contraband; another preempts municipal ordinances on drone ownership or operation.

Watro advises residents observing unidentified drone activity or possessing related information to report it to the FBI by calling 1-800-CALL-FBI (1-800-225-5324) or submitting photos or details online.
