Senator Lisa Baker of Pennsylvania has introduced a set of four legislative proposals aimed at improving ethics and transparency within the state government. The proposed reforms focus on banning cash gifts to public officials, establishing an independent legislative conduct review board, and allowing legislators to refuse cost-of-living adjustments (COLAs).
"For years now, state legislators have heard rising public concerns about conflicts of interest on the part of elected and appointed officials. This has led to demands for greater transparency, stronger standards and increased accountability," said Baker. She expressed optimism that these bills will be prioritized in the upcoming legislative session.
The legislative package includes a cash gift ban that prohibits public officials from accepting cash gifts such as currency, checks, gift cards, prepaid debit cards or virtual currency from lobbyists or others seeking influence. Gifts from close relatives motivated by personal relationships are exempted.
Another proposal introduces a comprehensive gift ban preventing officials from soliciting or accepting most gifts like meals, travel, and entertainment. Exceptions exist for items of nominal value and legally reported campaign contributions.
A third measure suggests forming an independent Legislative Conduct Review Board to investigate unethical conduct among legislators. The board would consist of legislators, experts, and laypersons to ensure impartiality.
Lastly, the package includes a provision allowing General Assembly members to decline COLAs through written refusal as a demonstration of fiscal responsibility.
"These proposals reflect the values and priorities of Pennsylvanians who demand accountability and fairness in government," stated Baker. She called on her colleagues to support these initiatives to maintain public trust.
Baker's proposals continue bipartisan efforts with existing support across party lines.
