HARRISBURG – The Senate Judiciary Committee advanced two bills today focused on protecting essential infrastructure and unaccompanied minors in casinos, according to the committee’s chair, Sen Lisa Baker (R-20).
Senate Bill 819, as highlighted by Senator Lisa Baker, aims to increase the fines and penalties for individuals who vandalize or trespass upon any part of a critical infrastructure facility. Senator Baker emphasized the importance of protecting crucial services, stating, "Increasingly, we encounter threats to our utility infrastructure from international actors... This bill increases the penalties for trespass and vandalism that damages critical infrastructure."
Senate Bill 1021, the second bill advanced by the committee, focuses on addressing the issue of leaving minors unattended in gaming facilities. Senator Baker expressed concern over the risks faced by children in such situations, stating, "Sometimes we are called upon to address situations that strain our understanding... The risk to the child is evident, particularly when they are left in a car during extreme hot or cold weather conditions."
If Senate Bill 1021 is enacted into law, it would result in increased penalties, involvement of children and youth agencies, and potential involuntary exclusion from casinos for individuals who violate regulations. Those found to be in breach of the self-exclusionary list would undergo evaluation for potential gambling disorders, which could impact their sentencing.
Both bills are part of the Senate Republican initiative to enhance community safety throughout Pennsylvania. The bills will now proceed to the full Senate for further consideration.
